Dale Carr
Dale Carr currently serves as Director of the Missouri Medicaid Audit & Compliance (MMAC) unit, which
has overall responsibility for Medicaid program integrity efforts. Dale has worked for the State of
Missouri since 2011. Director Carr was previously a Police Officer in Fallon, NV; an Investigator for the
U.S. Office of Special Counsel; and a Supervisory Special Agent with the Coast Guard Investigative
Service. Dale holds a Bachelor’s degree in Administration of Criminal Justice and is a graduate of the
158th Session of the FBI National Academy.

Helen Li
Helen Liis an associate director of patents and patent portfolio manager of AI innovations at the Intel Corporation. She also serves as the Patent Group Counsel to Office of the Intel CTO & Software and Advanced Technology Group. Prior to joining the Intel, she was a patent attorney at Fenwick & West LLP, where she advised clients on IP strategy and prosecuted patents in computer engineering technologies such as AI. She has a PhD in computer engineering and JD both from Santa Clara University.

TJ Fox
TJ Fox is IP and Compliance Counsel for DivX, a video technology company. He oversees the legal aspects of DivX’s consumer and business licensing efforts and helps manage DivX’s patent portfolio. Before joining DivX, TJ worked in the Business Litigation Section of the California Department of Justice, representing state agencies in tax, real estate, tort, and other matters. Prior to that, TJ worked in the patent litigation group at Fenwick & West, primarily defending technology companies in District Court litigation. TJ holds a J.D. from U.C. Davis and a B.S. in Electrical Engineering from California Polytechnic State University, San Luis Obispo.
